The EMIGRANT LABOURER FREE PASSAGE SCHEME, an idea presented by Edward Wakefield, was accepted by the Colonization Commissioners of South Australia.
This scheme ended at the end of December 1840 through lack of funds.
At the end of 1840 there were approx. 17,366 persons in the new colony, including 5,000 labourers and their families.

TYPICAL APPLICATION FOR FREE PASSAGE TO SOUTH AUSTRALIA
Andrew SHILLABEER's application for free passage to South Australia was No. 8706 dated June 10th 1840. He gave his age (incorrectly) as 39 and his wife's as 38.
His occupation was "farm laborer" and his address (pre-embarkation lodgings) was 9 Weekes Street, Plymouth.
Separate applications of the same date and address were made by his eldest daughter Ellen, "dressmaker" aged 17, and eldest son William "butcher", aged 15.
The other children were males aged 11 and 1 year, and females aged 12, 8, 7, & 3 years.
They came to South Australia onboard the ship "BRIGHTMAN" from London, arriving Port Adelaide on December 13,1840.

1840 ELIZA from London 4 - 01 1840 - Captain John Mann and 159 passengers, arrived Port Adelaide on 14-05-1840. The ELIZA left Adelaide on June 8th for Timor put back through stress of weather and for repairs. She had got to the westward as far as 125 degrees, when she encountered a tremendous gale of wind from the westward, which drove her back to within a short distance of Kangaroo Island. Having lost her jib-boom and some of her spars, and sustained other damage, Captain Mann then bore up for Port Adelaide for repairs.
1840 ELIZA with Captain Mann, which left Port Adelaide on the June 8th, 1840 for Timor, encountered a tremendous gale of wind from the westward, which drove her back to within a short distance of Kangaroo Island. Captain Mann then bore up for Port Adelaide. She had lost her jib-boom and some of her spars, and sustained other damage, but will repair without delay. She was in company with the HERO (brig, Captain Hughes) which also bore up during the gale, but it is not known where she put in.
